Quality Council for Trades and Occupations (QCTO) and The Institute of Certified Bookkeepers (ICB)

The Quality Council for Trades and Occupations (QCTO) was established in 2010 in terms of the Skills Development Act. Its role is to oversee the design, implementation, assessment and certification of occupational qualifications on the Occupational Qualifications Sub-Framework (OQSF). The QCTO is one of three Quality Councils (QCs) responsible for a part of the National Qualifications Framework (NQF). The roles of the Quality Councils and the South African Qualifications Authority (SAQA) are to advance the objectives of the NQF and oversee its development and implementation and to offer guidance to service providers that must be accredited by the QCTO to offer occupational qualifications. The Institute of Certified Bookkeepers (ICB) is an Independent External Examination Body for Accredited Business Qualifications in South Africa.  The ICB is not a training provider or a college.  Students must first register with a Training Provider and then register with the ICB to receive their Portfolio of Evidence (POE). ICB is an appointed Quality Assurance Partner for the Quality Council for Trade and Occupations on a number of registered qualifications that are on the NQF. ICB oversees and quality assures the theoretical training of bookkeepers and accountants on behalf of the QCTO. All ICB training providers must be accredited colleges who are registered with the Department of Higher Education (DHET). ICB ensures that the development and training provided by learning institutions meet industry standards. NEBOSH

The National Examination Board in Occupational Safety and Health (NEBOSH) awarded Optimi College Gold Status as an accredited Learning Partner. Gold status is awarded for greatly exceeding learning excellence principles.

NEBOSH qualifications are highly sought-after as they provide the knowledge and practical skills required to undertake certain health and safety responsibilities. These qualifications are internationally recognised and open doors to opportunities for career growth through a structured study-based training programme, which combines the assessment of knowledge and understanding in written examinations with practical application of learning in the workplace.

The courses that aren’t accredited are called provider programmes. This means that a college has developed its own curriculum and study material for certain courses; the curriculum is still guided by industry standards and needs but set at a level that is easier to understand and a difference in course fees compared to accredited courses. These courses address the need for skills development and training; for the purpose of self-enrichment, career development and self-employment.

Important Information about Provider Programmes:

  • A provider programme has absolutely no external accreditation and it has no link to any professional body.
  • Provider programme courses will give our students knowledge and skills that they might need for current or future jobs or hobbies.
  • Students are welcome to mention their provider programmes on their CV. [Most employers would be happy to see current or potential employees who show interest in improving their skills and knowledge].
  • A provider programme course is often shorter in study length than a full national qualification.
  • A provider programme course is often more affordable than accredited qualifications.

What does a Optimi College Provider Programme mean to you?

You can:

  • Broaden your skills and knowledge
  • Add a theoretical component to CV
  • Strengthen your practical knowledge
  • Use this as an opportunity for self-enrichment and development
